I'm not a graphic designer myself but I had my hands on some 3D drawing tools so here goes.
Since alot of traditional civ players (including myself) don't like the idea of civ leaders not interacting with you (looking at you) but rather facing another civ avatar isn't it a fairly easy fix to reoriantate the camera so the civ leaders look at you without needing to remodel anything? We see it in the gameplay that the models are facing the player when choosing the civ.
If they are smart they'll let people select which option they prefer. Otherwise I could imagine someone would mod this really quickly, if not hardcoded or if they drop the huge dealbraker for me: no to very limited mod capabilities.
