I was just wondering if you still collect luxuries/strategic resources (iron, oil etc.) from a damaged tile (caused by pollution, lava or craters). Presuming the tile has a road/railroad of course.
If there are craters you need to clear the damage than build a road over it again. If there is polloution than you can still collect resources but you need to clear the polloutio to make the tile workable.
Actually... you don't need to clear the craters to build a road. You can build the road right on top of the craters. If you have the road, you have access to the resource/luxury. You do have reduced food/trade until you clear the craters.
Lava destroys all improvements to the terrain. I've never tried to build a road on top of lava... will have to attempt that one.
