Question about free cities

I love the concept of free cities - they are something I always wanted in a civ game. Kindoff a poor-man's city state, or basically a barbarian city. I am thinking of adding them into my earth map as cities that exist from the start of the game. Civs can either wait until they get absorbed, or just conquer them.

In worldbuilder, the "free city" city list is basically the entire list of cities in the game. Starting with Washington, the city list just scrolls through all available cities. You need to place a free city, erase it, and place it again - repeating this until you get to the city name you want.

My question is this: If, say, I make a free city called "Hamburg", will Germany eventually try to make another Hamburg once it starts settling more cities?

If so (which I suspect), do I need to edit the "Assets\Gameplay\Data\Civilizations.xml" to remove Hamburg from the list of German cities, and instead add it to the city list of a civ I do not plan on including on my map?
