Question about settlers

I am new to the caveman 2 cosmos mod and I am playig my first game. I want to send my settlers to a new landmass to claim a city but when I go over there, the option to build a city dissapears. Is there a reason for this? I am currently in the Medival age.

There are some terrains that cannot be settled on. Perhaps that's the issue?

Band of Homo Sapiens -> Tribe -> Settler -> Colonist -> Pioneer

Band of Homo Sapiens = Free at Start
Tribe = Tribalism
Settler = Sedentary Lifestyle
Colonist = Colonialism
Pioneer = Steam Power

I'm trying to settle on a hill next to the ocean. It's only about 10 tiles away from an island I have previously colonized. Also there is no city nearby, I checked.

Yes there is a mangrove.

Can not settle on Mangrove. You will need to improve it before you can settle on a mangrove tile.

Need to pick another spot.

Ah... I'm not sure if a tech enables building a city on a mangrove or not but I know that at least by default, you can't build a city on a mangrove.

if not mistaken Mangroves won't accept cities Ever so get a worker and remove it

Or tell me when, what tech, should make it possible and I will see what can be done.

I suppose it's just a forest really... a very tough to get rid of forest type but a forest nevertheless. Thus Iron Working?

I think Mangroves are a bit harder than harvesting normal forests or jungles. The fact they are semi-aquatic is a big factor. I think Canal Systems tech would be more appropriate since that is what is used to Drain Swamps in game.
