Question about Shadowwalk & Shadowstep

When it says "Ignores building defence when attacking cities", does that only apply to bonuses from Walls and Palisades, or does that also include the culture defence bonus?


Assuming it doesn't (which I'm guessing it probably doesn't), is there any other ways to get around the cultural city defence bonus beyond Bombarding it with Catapults/Cannons/Hill Giants?
