Question about the Civ Names

For example,the civ name of German civ is Kingdom of Germany when the game start, but it doesn't turn into Holy Roman Empire even in 1250, and also the name of French civ is still Frankish Empire in 1250.
Actually, I never see the civ Names turn into another one(except of the vassals) , I think this is quite strange, is it a bug?
