question on allies declaring war...

Why is it every time I open a parley with an ally or non-enemy, I can't get them to declare war on another civ? The other civs I would like them to declare war on is redded out.
How do I get the option to get another civ to declare war on someone else?
 
Have better relations with them...
cuz at this point, they have better relations with the person u want to declare war with than u.
 
Also, your ally will tend not to be willing to go to war with a civ that is far away from itself. Hold your mouse cursor over the country that you would like them to attack, and it will give you their reason for being unwilling.
"We would have nothing to gain" - civ is too far away
"We just don't like you well enough" - self-explanatory
"We couldn't betray our friends!" - self-explanatory

Usually it seems that they will need to be at least 'Pleased' with you, to be willing to go to war for you, though I think I have seen them willing when 'Cautious' on occasion.
 
I also think there may be some variation due to leader personality. Cyrus for instance refuses to declare war on a civ he is annoyed with even when he is friendly with a +15 modifier to me. His grounds are still "We don't like you enough." I now make sure that if I have an ally, it isn't Cyrus, since he will never help.
