Question on mechanics of <MinorFriendshipChange>

I've only seen this property on buildings used in two mods, CSD and the Rockefeller wonder, and they both seem to use it differently. I am hoping someone can straighten me out and tell me how it actually works.

CSD grants a value of 50 and says that the building adds +50% influence to your City States. The Rockefeller Wonder grants a value of 200 and says it doubles the value of your influence with your City States.

If CSD is right I would think a value of 100 would double it, and it Rockefeller is right I would think adding a value of 150 would add +50%.

So who knows what the truth is? Searching Google and this forum hasn't netted me with anything useful so far.

For some reason I forgot you could see your actual influence value in game. CSD is correct and the Rockefeller wonder is incorrect. A value of 50 increases the City States influence by 50% of it's current value.
