question on the mod

Previous versions of VEM/GEM included policies which improved specific specialists (along with GIs). The GI improvements still work like any other tile improvements, but improving specific specialists is no longer working and only general specialist bonuses are (+2 science to all). It appears the code is disabled in civup. Was this causing other bugs or slowdowns? I wanted to park artist and merchant bonuses in freedom and commerce (for my economy modmod), but could just as easily change these to any specialist bonuses if there's other bugs involved.
