Question on World Builder

So I am playing an epic game that has a map based on earth. Been playing for a while and I finally made it over to the second continent to find out no other civilization has made it there. Now I could take over the whole continent unobstructed, but that would be too easy. Is there anyway I can go into world builder and like start one of my rival civilizations there as well so there is at least some conflict?

Of course there is, just open WB, then go to Civ info in the corner, where you can place cities and units, even putting in buildings and city sizes, plus religions.
