Question with the Hansa

When I am constructing a Hansa do i need to have the commercial hub built first in order to get the plus 2 to production ? or can i build the Hansa first in a city then put the commercial hub next to it and it will get a plus 2 production?

I believe that all of the adjacency bonuses can happen after the fact. I'm playing a Japan game and have noticed huge increases due to my district adjancencies after the fact (as that's the UA)

Bit of an exploit, but your Commercial Hub does not actually need to be finished to provide a boost to the Hansa.
