Sorta...you get combat bonuses against them through regent. You can modify this in the editor.

does anyone have a save game editor that can change barbarian level? i know gramphos has Civ3 MultiTool, but it can't edit barbarian difficulty.

Check out the utility section. There are a few others but most don't work with 1.17f.

nope... theres no editor that can change barbarian level. o well.... may as well start new game.
