Every once in awhile a friendly nation will come up and tell me something. Like Sulieman told me how if the Inca, Me, and the Ottomans formed an alliance it would be really good. Can you make an actual alliance? What is he refering too?
You can form packs of cooperation, research agreements, and defensive packs. You can't really form an alliance. The civs are probably referrering to PoCs.
