Questions from a n00b - bunkers and hurrying production

I have to start by saying this mod is amazingly good - nice work! I just had a couple of questions.

1 - how do you hurry production with money? I researched the right technology, but I can't find the option anywhere. Is there some other requirement I'm missing?

2 - why is it that I my bunker can sometimes bombard enemies and sometimes not? It seems to be pretty random. Sometimes I can bomb an enemy unit one turn, then the next the target cursor is all greyed out.
 
I think you might need a specific base facility to hurry production. I’m not sure though.

As for why you can or not cannot bombard, it is my understanding that bombard attacks can only reduce a target’s health to a certain % (like, say, down to a third of their total health). If a target is already below that health marker, bombarding may not be an option. It is also possible that some special ability may invalidate a target for bombard attacks, as in how the ECM special ability prevents airstrikes, but I am not certain such an ability exists.
