Is Loyalty the only metric used for flipping cities from other civs or do the amenities also contribute to this?

For loyalty there is a military card, a diplomacy card, a wildcard, and then there are governors. Are there others such as Bread and circus or amenities from Entertainment or Water Park districts?

Yes, loyalty is the only direct metric for flipping. However, amenities and other things do affect loyalty.

The Colosseum wonder adds loyalty. And the Statue of Liberty wonder makes cities within 6 tiles, immune to flipping.

What's a good strategy for flipping?

Maximize your loyalty and minimize the loyalty in the city you are trying flip. To maximize your loyalty pressure, try to get as many cities close to the target city as possible. Focus on population growth in those cities, put governors in them, use the loyalty cards, garrison units, use the bread and circus. To minimize the enemy loyalty, you can use spies. It also really helps if you conquer the supporting enemy cities (ie the cities that were putting positive pressure on the target city. For example, conquer all the cities around the city that you want to flip.
 
However, I noticed that when a city flips a specialty district is destroyed. In many cases it may be better to conquer unless you want to remain "friendly" to your neighbor.
