This may be a dumb question but, flavourwise, what is the difference between the GOVERNMENT, RULE and POWER civics categories.

As in, what are they supposed to represent?

This is what civic categories represent (copied it from civics discussion thread):

Government - The state.
Rule - Administrative organization.
Power - Governmental organization.
Military - How warfare is done.
Religion - Relation of state and religion.
Society - How people are organized.
Economy - How business is organized.
Welfare - Helping of those in need.
Currency - Monetary system.
Workforce - Laws for employment.
Education - System of schooling.
Language - System of communication.
Garbage - How empire deals with trash.
Immigration - Laws for migration.
Agriculture - Laws for primary sector.

Ah so, in other words,

Government: How leadership is decided
Power: How leadership is justified
Rule: How laws are administered?

Or do I need a better understanding of statecraft?

Government pretty much yes.
Rule is about hierarchy of administrative units (City->...->(hierarchy may be steeper or shallower)->...->Empire)
Power is about how government functions.
