Quick observatory/Machu Picchu question.

Can I build an observatory or Machu Picchu if I place my city next to Cerro El Potosí (or other similiar natural wonders?)

I know that the 'wonder of the world' features do count as a mountain regarding terrace construction, so I would assume they also count given that regarding observatories.

Even non-mountain wonders count for observatories, such as El Dorado. I don't think they count for M-P though because it can't be overlaid on them I think.

Correct. In my previous game I could not build Machu Pichu on top of Mt Fuji.

I built Machu Pichu in a city located next to both Mt. Fuji and a regular mountain. Interestingly, Machu Pichu was constructed on top of Mt. Fuji. I had assumed that this meant Mt. Fuji could unlock it, but I guess not.
