Hello! I keep expanding (building new cities) with -1 thru -9 health. The penalties go up if your health is below -10, and they are much worse below -19. Soyuz difficulty.

In the mid-game (turns 100-200), I try to steal energy (gold, money) from espionage missions. Those infusions of cash allow me to buy a clinic, cytonursery, and pharmalab in a new city after it is founded. OK, maybe just the first two, and the third building later. That helps to offset the unhealth while the city grows enough to stop being a net drain on my empire. After you get two affinities up to 5, you can begin to grow more rapidly without suffering nasty unhealth effects. Virtues help, too.
