Just checking to see if anyone else has observed this problem.
In the recent, INDIA GOTM6, I found that in the assault, I could capture cities with my tanks, and even though the cities were well connected to my territory and resources by the enemies road network I could not build railroads in the captured territory until the next turn. This bug effectively shut down the assault into a series of single turn advances.
I had a wave of workers set aside to roll out railroad right up the the enemy's new borders as I captured each city, but beyond the first city this shut down since the newly captured squares did not seem to recognize they were now "Railroadable" until the next turn.
This just delayed the inevitable a bit longer because I had built up about 150 tanks and mech inf to deal with the blood thirsty Zulu cavalry, musketmen, and impis. What make this bug a real pain is the culture reversion problem. If you cannot destroy the culture source in one or two turns, then you have to have a garrison force of ridiculous scale in order to hold all the captured cities until the evil zulus are reduced to a historical footnote.
