Railroad is supposed to only increase shield production, but I find that it also boosts food production. Also, it has no effect on shield production from forest squares.
Railroads increase the effect of improvements, but not the base terrain. So you get one extra food from irrigation and one extra shield from mines, but nothing in tiles that have no irrigation or mine.
