railroads with oil

Quick question: my workers are building railroads, but I don't seem to have access to coal. It doesn't show up in my city screen, there is one in one of my city's fat crosses but it is in someone else's cultural border. I do have oil. Does oil now allow you to build railroads?

Oil does allow you to build railroads now (I think you need combustion as well).

Basically means that your civ will have Diesel locomotives instead of Steam. seems fair.
