Do railroads increase food and shields by 50% or 1? I put a couple down and it only increased my irrigated flood plain (4food,3trade) by 1 food. What happens if the food or shields are 1 before the railroad? Does it add 1 if it is 2 shields/food or more but do nothing if it is 1 or 0 shields or food? The manual and strategy guild didn't help all that much.

It has only an Effect on Tile Improvements.
If you´ve got Irrigations on the tile it adds 1 Food,
of there´s a Mine on the Tile it adds 1 Shield.
