Does the SIamese leader have an achievement? It seems like most do, Ghandi is cultural with 3 cities, Alex is beat known civs by 350 BC, etc.

No he does not. There is one for wining a game with him.
Mongols and Babylon have no achievements whatsoever.

Its achievements. He's referring to the achievement that requires you to play as India and win a cultural victory with 3 or less cities.

Steam gives you an achievement for winning a cultural with Ghandi and having only three cities. Some achievements are loosely based on history (India is known for not having many cities, but huge population? I think most of their population is in small towns) and are just there as carrots for the neurotic players like myself who need to get them.

AFAIK, he's supposed to have an achievement for killing another civ's UU with Naresuan's elephant, but the achievement is bugged atm.
