A natural disaster destroyed a few tiles (flood) so naturally there was some work to do. While the builder took care of my farms I went to switch my city's production over to repair my gov district and building. I ran the 7 turn process...it pops up again. Ran again, repeat. I give up and move along with my game doing other things hoping the glitch will resolve itself. I came back to attempting to fix in much later in the game, and still no go. I run the repair, it eats up my turns, and is still there. I can't build any of my later buildings, which are all unlocked at this point.
