Superheated plasma controlled by magnetic fields... that's a sun-spot generator, right?

My bet would be a Fusion reactor too.. or rather: fusion generator.

Well, my guess is it could be any number of things, since the actual design leaves lots of room for interpretation. However, as aaglo said, it definitely looks like some kind of generator (as is also underlines by your linking to the wikipedia page). But as I said, as long as someone makes according civpedia entries, it could be used as just about anything the heart desires...that is, considering that thing looks remotely like what this "could" be.
