I was playing a game called Dai Senryaku VII and I realized it contained an element of turn based strategy that Civilization IV is lacking. One of the units available in the game are M109A6 Paladin howitzer cannons. Fore the purposes of the game, this could be considered an advanced siege unit.
Whenever you assault a city, your siege weapons currently can reduce the defense of a city or cause collateral damage when attacking. Siege units like the Paladin would also be able to cause collateral damage by sitting outside of a city and bombarding the fortified defenders. (Similar to a fighter plane attacking enemy units in a city.) If you attack with the Paladins they would cause collateral damage just like any other siege unit. So, on offense, the only real additional bonus to the Paladins would be their ability to assault troops without attacking the square directly. It would simulate ranged firing.
In defense, the howitzer cannons would begin to show their real advantage. Since they are ranged weapons, fortifying howitzers in a spot for a certain number of turns would activate the howitzers' ranged defenses. Any enemy unit that occupies a space next to the howitzer would cause the howitzer to pre-emptively fire upon the enemy and then become active. (The unit would become active to prevent the howitzer defenses working every turn.) This would force players to approach enemy cities more cautiously.
Would you send your whole stack of doom next to a city knowing that they are going to get fired upon or would you sacrifice an individual unit by making him approach the city first, setting off the defenses, and then invading it?
Honestly, without understanding the context of how the units are used in the original game, Dai Senryaku, it might be difficult to understand what I'm suggesting.
