Rate of building

Does anyone know how to modify the way the game speed setting modifies the turn length and buid times and research times?

I'm interested in changing the game so that it goes as long as epic or marathon, but units and buildings build at the same speed, but the tech times are increased even more to compensate.

There is all you need. Higher Percentages mean "slower" for the most options (Meaning you altering the costs). Here is some detail on the file.
