Shall we ratify the following as Section H of the Code of Laws?
Code:
H. Vacant Positions
  1. Leader positions that remain unfilled after an election shall 
     be filled via appointment by the President. 
    a. Any citizen may post a refusal poll within 24 hours of the 
       appointment. 
       
  2. Deputies
    a. Each elected office in the Executive and Legislative branch 
       shall have a Deputy. This Deputy is appointed by the office 
       holder.
      1. Any citizen may post a refusal poll within 24 hours of the 
         appointment. 
    b. No elected official may be appointed a Deputy.
    c. A citizen may only be appointed to one Deputy position.

  3. Leader positions that become vacant mid-term shall be filled by 
     appointing the deputy for that position as Leader.
    a. A mid-term vacancy in the Judiciary shall be filled by a 
       triumvirate vote between the President and the other two 
       Justices determining and approving the replacement.
      1. Any citizen may request a refusal poll within 24 hours of 
         the appointement.

Having those two positions in particular filled at Creation Day is not a major set back. At Creation Day those two positions have little to do (as well as the rest of the Judiciary). So I'm not real concern about that aspect of it.

I will state how we are in this situation because of all the useless banter that went on in the rulemaking process. If we just would have stuck to the guidelines, instead of trying to clog up the process, we probably would have all the ruleset done by now.

Also, right now in our ratified law, there is NO such concept as a deputy - just not mentioned. Our own haste, and lack thereof, has put us into this situation. For the next week or so, we will continue to run into these problems.

I vote yes on this law, and note that at least two of the newly elected ministers (myself and Oct) have started taking applications for the deputy positions. We'll just have to hold off on the actual appointment itself... :rolleyes:

I do think that as soon as possible, an elected official should take the appointee's place.
 
I like the rules, but I think 24 hours is a bit too short a time period. It assumes that everyone can check the forums at least once a day. I'd rather see 72 hours as a limitation on refusal polls.

However, in the spirit of passing legislation so that we can move on to the "playing of the game" (ie. fun stuff), I'll hold off on my objections in favor of an ammendment later on.
 
I vote No on the grounds that it prevents Leaders from holding a Deputy Possition. Plus it has no mention of having the Deputy being elected when he/she comes in 2nd place.

CG, your second comment is answered by how the deputy is determined for each office. Section 2.a reads"Each elected office in the Executive and Legislative branch shall have a Deputy. This Deputy is appointed by the office holder."

Thus, the deputy is appointed by the office holder. Where that citizen placed in the election, or even if they ran for office is irrelevant. This method was strongly preferred by the people in a poll conducted on this issue. Note how various officials are requesting messages from prospective deputies about the office and their goals.

Great, The Leaders are doomed not to have a chance to be deputies. And All the 2nd placers will never get to be deputy :(.
