you are at war. you destroy AI's city. there is territory gap. AI quickly send settler and spearman to fill gap. you kill them, take workers.

    two turns later- same story.

at the end of war, I got 8 workers more.

The AI deserve it for being such settle-freaks.

This is not an exploit, merely a poor strategy on the part of the AI. Also, you are penalized for destroying the city, and if they send enough troops, you may not be able to get their settlers. Often, a mere 8 workers in the last half of the game are not worth destroying your reputation.

are you still penalized if you invaded a size 1 city and it dissapeared?

I guess it's somewhat of an exploit, but that's the way Soren programmed it. :)

Maybe have the AI have better discernion when it comes to expanding in war time.

in PTW, I find the AI bringing settlers not in the first line of attackers, but the second. They often get to plunk down a city and then can heal troops - definately not as stupid anymore!

which is compleetly realistic, look at the size of a lot of these overseas bases we do operations from, some of them are big enough to be considered cities.

I think it hurts your reputation only if there are more of the other civs citizens than your own. Ex. You take a size 6 city. Two turns later there are say 5 greeks (AI) and 1 Persian (you). that would hurt reputation. If it is 2 greeks and 4 persians i don't think it would hurt.

there was discussion about this before: Firaxis guy told us if number of our people in city > number of AI people ==> no reputation hit

    p.s. i don't care about reputation.
