Raze enemy city- lose ground?

I haven't experienced this before, so I'm asking if it is deliberate or a glitch.

Background: I am playing as Elizabeth and battling Rome. Where my rather battered pikeman is was their city of Ostia. I have taken and razed it. A few tiles away is my citadel which I built so that Ostia was virtually reduced to the tile it stood on , plus any sea tiles. However, the truffles and the ground tile were in my territory due to the ground gained from the citadel.

Issue: As you can see after the city has been razed, instead of me keeping the truffles and the tile next to it, the ground has gone to unclaimed territory. In reality, Rome could kill my pikeman and settle there and take back the truffles.

Is this the norm?

Yes. When you capture a city it immediately claims its hex and the 6 surrounding ones as "its" property. Razing it caused that city's 'owned' land to be removed. If Rome recaptured it they would have reclaimed the 2 hexes that your citadel stole.

I noticed this behavior myself in a game where I created a citadel right next to an enemy city (like if you had used it on that forested hill), captured the city, but lost it to a recapture in the AI's turn. Caused the citadel to be under THEIR control which made re-recapturing it a PITA

This behavior has always been around including Vanilla & G.Artist Culture booms. And it's always a been a pain in OCC, especially.
