Razed Cities Count for Double?

Hi, I was wondering why when we raze cities it is counted as two cities (where only 1 city disappears, and the other remains as part of your empire). In the screenshot below I'm razing Pyonyang into the ground, and on the sidebar you can clearly see that the one city I'm razing counts for two. Additionally, I previously razed Kaesong into the ground (which created two Kaesong) and now one Kaesong remains part of my empire.

Edit: After a few more turns, I've realized the below statement doesn't seem to be true. Sorry about that.
This "extra" city after razing raises settler costs and national wonder costs so I was wondering if there was a way to remove it from the game.
