I have seen a lot of talk about strategies that raze cities when capturing them instead of holding them (with resultant revolts, defections, etc.) and how this might not be the most "ethical" strategy around.
A potential solution that I haven't seen raised yet: Do not allow for the razing of any city above population 6 (ie., only towns can be raised, not cities). This would allow for the razing of cities in ancient and even medieval times, but not so much in modern times.
Also, I would like to see a way to allow your units in cities that defect at least -some- chance of survival back to your empire. Of course, in a cultural defection, some of the units will defect as well; maybe that should result in a mini-civil war between loyal and rebel troops in that city. Maybe that was the intent behind the revolt; I just wish I could see it clearly in the game rather than....you lost this city, goodbye.
