I just got this idea, I know there's a conscript unit for Soviets, but is there any way someone could make all of the units from Red Alert 2/Yuri's revenge? please?

Do you mean convert or actually re-build them with a 3D program like Poser or such ?
If it's a request, this should go to the Units Request Thread. And yes, some units requested get done, and most of them don't get any interest from unit makers. That's life. Pretty frustrating. That's why I started creating units.

I thought that someone new how to convert the units from the red alert series? Perhaps it was Supa?

I wrote a tutorial to convert voxel units from C&C2: Tiberian Sun but I'm confident it will work with RA2 too.

Originally, it was to help Commodore on his multiple C&C projects but it looks like he no longer works on them. I've still got two early wip : a fully converted & textured Orca Fighter and a textured simili-Reaper with only a Fortify animation.
