What is the difference between a mod referencing or supporting CPP? I understand what the words mean, but what is the major differences?

CPP has SQL triggers that if a mod reference the CPP first, the SQL trigger can apply some balance changes. A civ with a unique library will get the -20% illiteracy reduction and such. Supporting CPP means the mod has already elements to support the CPP instead of having the SQL trigger to add in some counterparts, like saying the Confederate State of America has a strong rebalanced unique Riflemen of the Industrial Era.
