I am brand new to CivIV and am a bit lost on how to proceed effectively.
I am looking for some guidelines as to what units do best against others in battle, and how to properly utilize those Great People who routinely get created.
Is the anywhere where this may be discussed.

Don't forget to take a look at your Civilopedia as well. The info for units in particular is all in there in the description of the units themselves. In case you aren't aware, you can access it by pressing F12, or by clicking on the orange icon in the top right hand corner that has a question mark on it.

I would start with - "Sisiutil's Strategy Guide for Beginners" - http://www.civfanatics.com/civ4/strategy/sisiutil.php from the said War Academy. Will give you a good general idea.

I would also recommend Sulla's Walkthrough, and dj_anion's Reference Guide.
