Relationship +9 - Unfriendly?

Don't know if it's a bug but certainly feels like it. I didn't have trouble with Pedro he's sitting on the other side of the earth - Acess level is limited - modifiers are +9 total not ONE negative modifier - he is still unfriendly. turn 180...

Tomyris I might understand - she has +3 total and is unfriendly as well - Never had trouble with her

Others with +-0 or slight plus are unfriendly as well - on Prince...
this might go along with the "Nobody likes me" thread in the general forum...

I heard that the "modifiers" may in fact just be the bonuses you get to their hidden opinion of you on a per turn basis. So if they had negative bonuses for a while before, their total opinion value on you is now way in the negatives, and you have to work on restoring that to a positive value by accumulating positive bonuses over many turns.

I thought the same thing. To test this, I watched a game where I had Cleo at +5 while she was unfriendly.

After several turns, the slider didn't move at all. However, after several more turns, she suddenly neutral. So not sure really what's going on, but the final resting value of the number clearly is not = to the actual diplomatic feeling they have toward you.

Oh, one hypothesis is that if either of the Agendas has recently been failed, then maybe there is a max level of friendliness irrespective of the numerical value? Or maybe even if both Agendas have not been placated, but that seems harsh.
