Releasing icons

Is it legal for me to make an icon library using Civilopedia icons and release it? I use some converted civ icons to sort my downloaded units. Anyway, civ icons make good, ummm, icon icons. Any help on this would be appreciated. If I can't release Firaxian unit icons I'll just make a library of unit icons by the public. Thanks!

BTW, I'm talking about releasing desktop icons that I converted from Civilopedia icons. Just to clarify.
