Remove Free Ancient Walls for City-States at Higher Difficulties

I can't seem to find a mod that does this.

Simple enough to create your own if you want.

DELETE FROM StartingBuildings WHERE Building = 'BUILDING_WALLS' AND MinorOnly = 1;

I pretty much looked at every table with references to "walls" or "minors", except that one!
