Remove Incite a Revolt

I want to remove the "Incite a Revolt" option for Diplomats. I looked in Rules.txt and it's not there (for what I saw). Someone knows how to remove this option ? Thanks.
 
Don't know if it's possible to remove the option, BUT...

if it's for scenario purposes, you could make all the enemies Democracies. Just rename the gov't something else if you'd prefer, but whatever the name, you would render the Incite a Revolt option useless.

Unfortunate side effect: you wouldn't be able to bribe units either.

Possible workaround: the enemy has no actual "cities," just stacked units that look like cities and that are atop an invisible fortress. It might be hard to simulate the city names, though...

the AI can always use the option anyways (at least on Deity).

It is the last option, so you can delete it, but as Arthedain said, there's nothing to stop the AI doing it.

Another alternative would be to add a palace to every city. You can do this with Carl Fritz's CivCity utility, found here.
 
I always figured that if you delete any line in any of the text files, the game simply switches to default. You can rename things in Game.txt --so, leave it blank-- but actually removing the option (for human players)?
Note: I know that if you delete a line in pedia.txt the game will use the default for that line.

I'd be interested to know...in fact, I think I'll go try it myself.
