Pardon if this has been posted about before...
It seems like it's impossible to remove luxuries from tiles or build on top of it?
I improved a coffee, only to realize later that it was the perfect industrial site (surrounded by six hills.). I had like five coffees, so no issue losing o e
It wouldn't let me build the district on it, I removed the improvement, still no luck.
Anyone else think this is stupid? I ashould be able to build on top of luxuries if I want!
