An interesting PhD paper I first found at Acedemia.edu. It's from 2004, but the author has quite a few different works in place, along the same lines.

I did something like this with my summer game class a few years age usinf TETurkhan's Test of Time Scenario. It went pretty well.

Civ3 and Age of Empires II are both quite usable in the teaching role. I do need to look at to see how usable that might be.
