Single player.

SETUP: I am Pericles. St Petersburg, to the south, is facing 3
full strength mobile artillery (armies, ***) units, with two stealth
bombers, in range, to the east. St Petersburg is weak, and will
fall this turn.

HOW TO REPRODUCE:

1 - turn 237) Pound St Petersburg with all available
ranged units, and then take the city with the two nearby modern
armor units.

Notice: the east-most mobile artillery unit is sitting right on top
of St Petersburg airport, which shows 0/4 air units present.

Now, click through the remainder of the turn, making any
decisions you please, just to get to the next turn.

2 - turn 238) On the next turn, move the mobile artillery unit off of the
airport (which is now in my territory). It still shows 0/4
air units.

3 - turn 238) Save the game, exit the program, reload the program,
on single-player, click "resume."

Now you will notice that the airport, now in my territory,
is occupied by a Russian jet fighter!!

The airport still shows 0/4 units, but there is clearly an
enemy fighter graphic there.

4 - turn 238) Again, click through the rest of the turn,
making any decisions, just to get to the next turn.

5 - turn 239, accept Russia's offer for peace. The
Russian fighter artifact is still there. The airport does
function as my airport; i.e., I can move into the hex,
and re-base my own air units there, but the Russian
fighter is still the graphic that appears there.

I hate to point this out, but an unoccupied airport allows landing of aircraft. More to the point, why didn't you simply kill that airplane?

Thanks for pointing that out. I actually didn't know that. But that isn't the case here.
Or, it wouldn't seem to be the case, anyway. I have a ground unit occupying the
airport. I have my own bombers relocated to that airport. Yet the Russian fighter
still shows there.

Furthermore, when I was at war with Russia (step 3 of my original post), the
airport showed as empty. Simply saving and restoring the game is when the
Russian fighter appeared (airport still showed 0/4 capacity used, though).

Turn 238 began (step 2) with my mobile artillery unit sitting on top of the airport
tile. Russia hadn't had a turn to move a fighter there yet (not until step 5)!

As far as I can tell, there is no actual Russian air unit there. It's just a graphical
artifact. Whatever it is, there is no way I can figure out to attack it or kill it.

 Oh yeah, definitely a bug. If a foreign military plane is able to land on your airport, it should at least be killable, as it's on the ground.
