request for sticky for Bhruic's unofficial 3.13 patch

Lots of us have requested elsewhere that Bhruic's Unofficial BTS 3.13 patch be stickied. Just curious why it hasn't been. If it's top-secret would-have-to-kill-us stuff, then I understand, but I figured I'd at least try the proper channel of inquiry .
