Request: Free Artist on Higher Level culture

I would like to request a script/mod that would give free Artist to cities with certain amount of culture.. I think its simple enough but I dont know python, so if someone has a time to do this I would appriciate it.. If similar mod already exists please give me a link to it... thnx
