Basically, I cannot make civ icons very well as I do not have Photoshop. I use Paint.NET instead, as I find it easier than Gimp, but the point is that making proper civilization icons is somewhat hard as I do not have the proper equipment to make them.

So, I was just wondering this - would anyone happen to have an icon template that I could use, preferably with a couple of lighten/darken effects on optional layers? Thank you very much in advance for any response! :D

(Alternatively, a link to any plugins I could use to make them would be very much appreciated.)

Here are XCF and PSD versions of the one I use, as well as some of the results I've obtained. You copy the symbol for your icon into the icon layer, scale it till the size looks good, then colorize the icon and background layers till it looks good. You'll also need to adjust the transparencies of the light and shadow layers. Finally, drop a shadow of the symbol then merge all layers down and export to PNG. This is a modification of j_mie6's template, which contained two fairly useless layers and was wildly oversized. To do the alpha version, before merging layers down delete all layers except the icon layer, colorize icon layer so the symbol is all white, then export to PNG. Then assemble your atlases once you have all needed icons.
Also, don't mess with the darker ring layer, it's partly transparent so will colorize itself.
Hope this helps, and if Paint.NET can't import XCF or PSD I'm sure there's some plugin that does that, but using GIMP I don't know much about Paint.NET plugins.
