Why would you want this to happen? No reasons at all 
Necro, because I was just looking up a way to remove tunnels in my current game as Inca. I've got a great spot for a National Park, one workable tile surrounded by six mountains, but in ancient times I hadn't anticipated the specifics of the location. An inopportune Qhapaq Nan prevents the establishment of the park. So, that's at least one reason you'd want to do it. And though it isn't my playstyle, I get that some people would also want to do it defensively.
Dunno why you'd want to move ski resorts tho. Aesthetics?
