Research Agreement : No carry over?

I play Civilization V G&K : Patch 1.0.1.705, marathon, standard game on huge world, no mods.

On marathon RAs take 90 turns.

When the RA ran out, I was 3-4 turns away from completing a tech and had no other techs in queue. The RA completed the Tech but there was no Carry Over of science points to the next tech I chose.

I went back to an autosave of the turn before and set up a queue of 10 techs and when the RA resolved, I got my current tech completed, the next tech completed and a carry over for the following tech.

RA revenue should not depend on if the player has set up a queue or not.
 
For anyone who doesn't know: you need to have your next tech(s) selected to get the overflow. Hold down the Shift key while you select the techs you want to research and you can create a path.
