I noticed as I was playing Germany, that Stalin called up reserves at the beginning of the game, and then, as I played the USSR, Hitler did the same. Can the player do this, because I haven't figured out how, yet.

Is there a need to tell ? I mean AI is always cheating thats a know fact.

Reserves should never be above light tanks.

it's always obsolete units or infantries.

Good, reserves would be good as germany because you are always at risk from France at the start. I think 'reserves' should be the Volksturm, Hitler Youth, British Home Guard, Scallywags, something like that. Maybe the brits get either light tanks or Mk II Beaverette armoured fighting vehices.
