Only for new cities. A common use for large empires bent on domination is to settle a large amount of cities, boosting your stability, then gift them to a vassal, further boosting your stability if your empire was sufficiently large, and finally switch back to a more useful civic. I've never been able to use this trick, though; by the time I get that big, there is nowhere left to settle
