'Resistance Modifier' in 'Governments'

Hi!
It says,
"Resistance Modifier vs",
then I select government and number.
Now, does it mean when THAT government attacks the one whose page I'm on, or does it mean when the one I'm on attacks the one I just selected? Thanks.

hard to say..... I don't remember... look at the ones that are already there to figure it out..... I spent like 5 hours going back and forth deciding that when I made my mod.

Hehe, thanks, but I think I'm going to end up giving up on this. ;P
It just isn't customizable enough to get across what I'd want done.
Think I'll just play with your mod instead.
